Massachusetts Department of Public Health

Duties:
The Massachusetts Department of Public Health (DPH) Emergency Preparedness Bureau (EPB) is responsible for coordinating the emergency planning and preparedness efforts of local public health authorities, hospitals, community health centers, EMS agencies, and other healthcare entities.

1. The Healthcare Systems Planner will take a leadership role in coordinating preparedness efforts with the wider healthcare system, including hospitals, community health centers, EMS agencies, and others. This shall encompass both the development and revision of emergency plans for the Department of Public Health, including the all-hazard emergency operation plans and related threat-based appendices and scenario-specific annexes. In addition to developing and revising plans for DPH, he/she will develop planning templates for healthcare entities for facility surge, evacuation, sheltering-in-place, fatality management, and volunteer coordination.

2. He/she will develop proposals and competitive procurements, and will serve as project manager on a number of funding initiatives or contractual agreements that will total more than $4.5 million in preparedness grant funding.

3. The Healthcare Systems Planner will manage or supervise a number of contracted staff positions. He/she will work closely with the staff of the Emergency Preparedness Bureau and other staff throughout the Massachusetts Department of Public Health, including the Hinton State Laboratory Institute, the Bureau of Health Care Safety and Quality, the Bureau of Infectious Disease, and the Bureau of Environmental Health.

4. The Healthcare Systems Planner will also interface directly with the planning and response staffs at the Massachusetts Emergency Management Agency and the Executive Office of Public Safety and Security, and will work closely with DPH’s partner agencies within the Executive Office of Health and Human Services (EOHHS), as well as local and regional hospital and health planners, hospital credentialing managers and emergency preparedness staff, volunteer response organization management and staff, and local public health authorities.

5. He/she will prepare progress reports for emergency preparedness-related grants and will take an active role in writing DPH’s annual grant applications.

6. He/she will respond, when instructed, to various types of public health related emergencies on a 24/7 basis and will assist the Department of Public Health with implementing appropriate emergency response plans.

7. Other duties as assigned.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning;, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.

QUALIFICATIONS DESIRED AT HIRE
1. Knowledge of the principles and core concepts of emergency preparedness, specifically as it relates to healthcare systems, including hospitals, health centers, EMS agencies, and long-term care facilities.

2. Knowledge of preparedness principles and concepts from the perspective of local public health authorities and other public safety and emergency management partners.

3. Emergency management experience and a record of in-depth training in formalized exercise design and evaluation program strongly preferred. Possession of an emergency management certification is considered a plus; HSEEP or MEPP certification is considered a substantial plus.

4. Knowledge of, and experience with, education and professional training practices, especially a demonstrated ability to provide emergency preparedness related training tailored to a variety of audiences.

5. Experience working with grant funds and the demonstrated ability to effectively deliver products under strict grant guidance and program requirements. Demonstrated history of successful grant writing and proven track record of managing competing grant priorities is considered a plus.

6. Knowledge of, and experience working with, diverse populations, community advocacy groups, and grassroots coalitions. A special emphasis will be placed on experience with outreach efforts to at-risk populations (including the elderly, the disabled, non-English speaking persons, and other persons that require additional assistance during an emergency) and on a demonstrated record of coalition building and collaborative planning efforts.

7. Knowledge of, and experience with, the operation of state government; familiarity with its interactions with local governments and non-governmental entities, especially the healthcare system, is considered a plus.

8. Demonstrated ability with computers and software applications, especially database management and web-design skills. Familiarity with Microsoft Office Suite of applications, Adobe Acrobat and Photoshop, and web-design software like Dreamweaver is considered essential. Expertise in using some or all of the above programs is considered a substantial plus.

9. Demonstrated ability to adjust to changing situations to meet emergencies or changing program or production requirements.

Duties:
Conducts field investigations and surveys collecting samples and conducting indoor air quality tests in schools, public buildings, etc. Prepare and review reports related to indoor air inspections. Perform related duties as required.

2. Review and analyze reports generated by indoor air consultants.
3. Travel to communities in Massachusetts to conduct field investigations.
4. Communicate with the public concerning questions about indoor air quality, hazardous materials and environmental health principles and practices including the presence and properties of toxic chemicals in buildings.
5. Assists in the planning and conduct future operations of the IAQ Program including the preparation of related memoranda and reports of publication.
6. Participate in meetings with state and local govt. officials as well as building occupants on indoor air quality issues that impact on public health and advise interested parties on agency regulations.
7. Conduct field indoor air quality investigations and surveys in buildings where hazardous materials are present.
8. Assist in determining compliance with various laws and standards related to indoor air quality, chemical storage and other related building conditions.
9. Inform local govt. officials and building occupants of good indoor air quality maintenance principles and practices as well as the presence of hazardous materials, including the presence and properties of toxic chemicals in buildings.
10. Assist in the development and maintenance of computer databases to track indoor air quality-related.
11. Assist the program director in implementing IAQ Program activities.
