History

Massachusetts Health Officers Association (MHOA) was formed to meet a local need. The foundations of MHOA began in 1950, when a group of health officials from cities and towns north of Boston began meeting together several times a year on a voluntary basis for the purpose of contributing their experiences for a better understanding and servicing of local health department practice and administration. This group became known as the North Metropolitan Health Officers and Agents Association. State Health Department officials took an interest and attended their meetings.

Because of the activities of this group and their interest in public health, many local health officials from communities south of Boston indicated a desire to become members of the group. On November 17, 1954, the name was changed to the Metropolitan Health Officers Association and included health officials from the Northeastern and Southeastern Health Districts of the State.

Interest and membership expanded to include local health officials west of Boston. In 1962, the name was changed to the Massachusetts Health Officers Association and membership was open to health officials throughout the state. The date of incorporation for MHOA was February 4, 1972. Over the years, the association has attracted many new members.

Currently, regular MHOA membership embodies any person employed as a Director, Agent, Public Health Nurse, or Inspector of a regional or local municipal agency for the purpose of carrying out the public health mandates of that agency; or any person certified by the Board of Certification of Health Officers.

Associate members include those individuals that do not meet the requirements of regular membership but wish to support and advance the objectives of MHOA. We are also proud to have a number of members emeritus, retired members, and honorary members.

MHOA is the official state affiliate of National Association of County and City Health Officials.

The Massachusetts Health Officers Association leads, supports and advocates for the delivery of statutory and foundational public health services across every municipality in the Commonwealth of Massachusetts. We inform, educate and empower our members to ensure healthy communities for all.

Goals and Objectives

Goal 1

To promote an equitable public health system across throughout the Commonwealth of Massachusetts

  • Objective 1: Support health equity (measurable) training opportunities for the public health workforce as part of overall training initiatives.

  • Objective 2: Support the collection and dissemination of public health data to highlight health inequity

Goal 2

To promote the development of a public health workforce that meets or exceeds national competency and credentialing standards.

  • Objective 1:  Develop and implement a mentorship program by 2022 

  • Objective 2: Evaluate and update MHOA’s training programs and professional development resources annually

  • Objective 3: Partner with public health organizations and build on existing partnerships in order to share education & training resources (CLPH, NACCHO, MDPH, DEP, MEHA, MAPHN)

  • Objective 4: Encourage membership to be active in public health associations or professional networks

Goal 3

Modernize the infrastructure and improve operational capacity to support the Strategic Plan

  • Objective 1: Review and potentially revise current organizational structure using Strategic Plan as guidance. Develop org chart

  • Objective 2: Effectively Communicate MHOA’s budget and finances to the Executive Committee and the Members.

  • Objective 3: Create more membership involvement and active diverse participation.

Goal 4

Meet the outreach and communication needs of the MHOA membership.

  • Objective 1: Provide a Website that serves as a job tool for MHOA members.

  • Objective 2: Provide Communication platforms that aids MHOA members in being up to date on public health issues and opportunities.

  • Objective 3: Provide enhanced networking opportunities for MHOA members.
